Regular meeting of the municipal council of Hallam held Aug 12 in C.O.F. Hall. Members present:
Reeve - J.C. McMillan; D. McMillan; Councillors - M. Cloughley, Geo. Harris, S.J. Hawkins.
Moved by McMillan and Coughley that the minutes of last meeting to be read and adopted. Carried.
Moved by Harris and Cloughley that S.J. Hawkins act as clerk pro tem. Carried.
Moved by McMillan and Cloughley that a bylaw be drafted to establish a road on the west side of
Lot 12 Con. 6 township of Hallam, half a mile south to the established road. Carried.
Moved by McMillan and Cloughely that Hawkins write the Municipal World and ask if Council can
compel Foresters to put a close railing round outside of stairway landing.
Moved by Cloughley and Harris that we adjourn to meet at 1 pm. Carried.
Business resume at 1:45 p.m.
Moved by Harris and McMillan that Bylaw #137 be read a third time. Carried.
Moved by Harris and McMillan that the following bills be paid:

Moved by Geo. Harris and McMillan that Jas. Brownelle be given the job of building a bridge
across the Boda Creek on Lot 10 Con. 6 Hallam. Price to be paid $50. Carried.
Moved by Coughley and Harris that Jno. Spellman be appointed poll tax collector at a commission
of 25 per cent. Carried.
Moved by Cloughley and Harris that the C.P.R. road company be notified to repair the crossing
at east end of town and also to put in the new one west of the East semphore, notice of which
was given before. Carried.
Moved by D. McMillan and Hawkins that we adjourn to meet on Sept 9 at 10 A.M. Carried.

The Township of Hallam Council met Sept 9 in the I.O.O.F. Hall of Webbwood. Members present:

Mrs. Davidson must remove the fences from road allowance immediately or the council will remove
same and have the costs charged against the property.
By S.J. Hawkins, seconded by M. Cloughley that the municipal rate was struck at 7 3/4 mills and
that the school rate be 11 1/4 on the same dollar. The Council meets again Oct 14 in the same
place.

Hallam Council met to-day with these members present. Reeve J.C. McMillan and councillors:
McMillan, Hawkins, Cloughley, Harris.
The Sault Express will be paid the balance of account for printing in 1900. The clerk was ordered
to wire the Sault Star to have voter's lists forwarded immediately. These bills were ordered
paid.
J.C. McMillan: plank adn labour $1.50
Jas. Brunell: repairs to bridge $50.00
Messers. Danl. McMillan and Jno. McCloughley were appointed to a committee to look over the
water course on the road at Lot 12 and find natural water course. The clerk was ordered to
prepare the collector's roll and deliver to collector not later than 21 Oct.

Hallam Council met to-day. D. McMillan reported that he had inspected the water course on Lot 12
and cannot find any natural water course or outlet.

Mr. Cloughley was ordered to build a bridge on the road at Lot 10 in 2nd Concession for less

M. Cloughley reported he has let a contract to John Chapman for $25 for building a bridge and
cutting out the road on the east side of the bridge. The work is to be finished this week.

Thurs Jan 9, 1902 Webbwood: Jan 4
The nominations for reeve and councillors took place at noon on Dec 30th in the I.O.O.F Hall.
The meeting was well attended, and the following nominations took place.
For Reeve: Messers: J.C. McMillan, S.J. Hawkins
For Councillors: Messers: Harris, Bayes, Hunt, Farrio, Cloughley, McMillan
Mr. Wm Irving was elected school trustee by acclamation. The meeting was then adjourned till
evening. In the evening a well attended meetingwas held for the purpose of hearing the annual
report of the council. The Rev. J.P. McInnes was chairman andthe following candidates spoke -
Messers. Bayes, Harris, J.C. McMillan and Hawkins. Messers. Hawkins and McMillan were the chief
speakers. Mr. Hawkins strongly advocated putting a bridge across the Spanish River at the scow
ferry, and repairing the streets of Webbwood, instead of spending money on bridges and roads
from which the town derived no benefit.

The municipal elections passed off rather quickly and the results as follows:
Reeve: J.C. McMillan
Councillors: Geo. Bayes, Geo. Harris, M. Cloughley, D. McMillan
Upon these rests the responsibility of placing the necessary requirements of this municipality
in such positive manner before the Ontario Government as to procure the erection of a permanent
bridge across the Spanish River.

Thurs Feb 13, 1902 Webbwood: Feb 10
At the regular meeting of the municipal council of the township of Hallam held in the I.O.O.F
Hall to-day, the following members present: Reeve - J.C. McMillan; Councillors - Donald McMillan,
George Bayes, George Harris, Matthew Cloughley filed his declarations.
The following tenders were received:
Thomas Toland, for cedar for sidewalk
Joseph Toland, for assessor and collector
Sault Star, for printing
James Mullen, clerk
It was moved by D. McMillan, seconded by M. Cloughley that the above tenders be accepted.
Accounts amounting to $39.85 were passed and ordered to be paid.
It was moved by Mr. Cloughley, seconded D. McMillan that the audit be returned for correction,
and that the collector's roll be accepted, and a by-law drifted to that effect.
Bylaws, Nos., 142, 143, 144 were read a first and second and a third time, and passed.
Thomas Coade's letter requesting a grant on road was left over until next meeting.
It was moved by George Bayes seconded by D. McMillan that the reeve and G. Harris be a committee
to interview the treasurer to receive monies in the treasurer's absence.
It was moved by G. Bayes, seconded by M. Cloughley, that any members absent from a part of
any meetings shall have his time deducted from his salary.
The clerk was instructed to notify J.B. Spellman, constable, to collect one dollar from Mrs.
John McPhee for dog tax, or otherwise to destroy the dog immediately.
Council adjourned to meet on Monday, Mar 10 at the hour of 10 A.M.

Thurs Apr 24, 1902 Webbwood: Apr 14
Hallam Council met today. It was decided to close up wash out on P. Morgan's farm. Road between
sections 9 and 10 in Con. 5 from C.P.R. to ferry will be improved, after inspection is made on
May 1 at 2 p.m. tenders to be on hand then. Lot 112 will be purchased from James Mullen, Jr. and
fenced in by July 1. Road leading through 5 1/2 of 11 and 12, in con. 4 will be closed up.
Council decided to ask government for fines imposed by Capt. Burden, on Mrs. Laplain and other
women.

Thurs June 12, 1902
At the regular meeting of the Hallam township Council held in the I.O.O.F. Hall, Webbwood on
June 9, there were present: J.C. McMillan reeve, and Messrs Dan McMillan, Matthew Cloughley, and
Geo. Bayes, Geo. Harris councillors.
The clerk was instructed to ask for tenders for building a sidewalk.
Mr. Jonathan Noble's application regarding a road appropriation was referred to Messrs. Geo.
Bayes and G. Harris, to report at the next meeting.
On motion it was decided to give Colin Campbell and George Drake notice to remove obstructions
from the road allowance.
Mr. Frederick Young was appointed a member of the Board of Health for the balance of Mr. S.J.
Hawkins term, that gentleman having resigned.
The purchase of two road scrapers was decided upon and accounts amounting to $959 were passed.
These include an appropriation of $800 for school section No. 1 Hallam.
The next meeting of the council will be held July 7.

Thurs July 17, 1902 Webbwood: July 7
Hallam Council met today, all the members being present. Jonathan Noble will be notified to cut
a road from his house across his land to the foot of a hill on Mr. Davis' property, and the
council cut out a road from that point.
Harris-Cloughley- That D. McPhee, pathmaster, be allowed to put on teams and scrapers for two
days on Graves and McPhee's flats, and a man and shovel on west side of Birch Creek hill to
level up holes.
McMillan-G. Bayes-that the following bills be paid:
Archibald McKay: running a scow July . . . $15.00
James L. Kennedy: bal. road contract $35.00
Jonathan Noble: digging grave for man found $3.00
Sawyer Massey Co.: 2 scrappers $15.00
J. Mullen: draught cheque on loan $1.00

Cloughley-McMillan-that Peter Dupuis be notified to close up an open well on lot No. 30. Young
St., immediately or the Council will attend to it and charge the same to the property.
Bayes-Harris that the clerk write the parties who have horses running at large to have them
closed up.
Cloughley-Bayes that committee of J.C. McMillan and George Harris be appointed to make
arrangements about gravelling Main Street and securing gravel also to look after repairing wet
hole on main road west of slaughter house.
Harris, Bayes, that D. McMillan and M. Cloughley inspect the hills at the ferry and arrange
with pathmaster M. Waram about repairing them. Cloughley, McMillan, that a by-law be drafted
for closing up general stores and shops during the months of June, July, August and September
at the hour of 7 p.m. Mondays, Wednesdays and Fridays. By-law No. 150 was passed and read a
second time.
Council will meet on Monday Aug 11 at 10 a.m.

Thurs Feb 12, 1903 Hallam
The council this year consists of: J.C. McMillan, reeve; George Bayes; George Harris, councillor;
Jas. Brownell, councillor; D. McMillan, councillor.
The first meetings was held Jan 12. B.M. Wylie was appointed clerk; councillors were granted
$2.00 a day and the reeve $2.50 a day for attendance; W. McChesnie was appointed on the Board of
Health for three years; W. McLandress and W. Kerr were appointed auditors for 1903; W. Irving
was appointed township constable.
Jos. Toland - was reappointed as assessor at $22.00 and collector at $43.00
Joseph Mayville - was named poundkeeper
Hiram Capes was paid $10.00 for repairs to La Cloche creek bridge

The second meeting was held on Feb 9, when all the members were present. Mr. Noble's arrears of
taxes were ordered made out. John Brouse will deliver 6, 000 feet of pine at $10.00 a thousand
to the corporation.
Mrs. McIntyre's bill for $16.00 for board of Messrs. A.G. McKenzie and Campbell while in
quarantine was passed. The clerk was ordered to find out why Hallam only got $67.33 this year
from the license commissioners - a less sum than last year. The auditor's report will be looked
over by Messrs. J.C. McMillan and Geo. Harris on Feb 16. Dr. Jones, treasurer was ordered
notified that his bond must be executed and filed in the regular manner at once.

Thurs Aug 27, 1903
Hallam council assembled at regular monthly meeting on Aug 10. Members all present being Messrs.
J.C. McMillan, reeve; Donald McMillan, Geo. Harris, Geo. Bayes and James Brownell, councillors.
On motion of Harris and Brownell, minutes of last meeting were adopted. Mr. Johnston having
addressed the council as to on motion of and D. McMillan, the road commissioner. Mr. A. Bick,
was instructed to inspect the same with Councillor Bayes and if properly located to instruct
Mr. Noble to perform his statue labor thereon advice having been recieved from Municipal World,
to enquiry as to settlers having trespassed upon the highways though building the fences.. On
motion of Bayes and Brownell, the clerk was instructed to notify all such parties to remove their
fences at once, and also to forward copies of Bylaw No. 48 to each, so as to impress upon them
the necessity of erecting lawful fences.
On motion of Harries and Brown, the clerk was instructed to notify the Clerk of May that
Hallam's representative, Mr. D. McMillan, would be at "Spencer's Bridge" on town line between
Hallam and May on Aug 20 to meet representative of May to inspect said bridge and arrange as to
necessary repair thereto.
The Road Commissioner's report on Hicks-Darlin road was and on motion of Harris and Byes was
Mr. Hicks appeared before council and verged his contention respecting this road, and on motion
of Bayes and Harris, the was ordered to obtain legal as to the corporation's powers in these
matters and upon receipt thereof to proceed to other necessary work according to such desire.
Mr. John Chapman appeared in the interest of road adjoining his property, and showed his
requirements in a forcible manner, and on request of Reeve consented to have the matter stand
until next meeting.
Union School Section of Hallam and May filed their requistion for regular amount of levy.
On motion of Brownlee and Bayles By-law No. 172 was prepared corporation pound and having
received it several regular reading was duly passed and Councillor Harris and the Reeve were
appointed a committee, re fencing the same.
On motion of D. McMillan and Bayes the following bills were paid:

Wesley McChesney: work of Birch Creek Bridge $4.30

On motion of D. McMillan and Brownell council adjourned to meet at 10 o'clock am on Sept 11,

Thurs Oct 22, 1903 Webbwood, Oct 19
Hallam council held a special meeting on Sept 30, for the purpose of adjusting some accounts
requiring immediate attention, as also to take up the matter of the road to river as the by-law
establishing this road had been quashed. On motion of McMillan and Hains, councillors; the reeve
and Councillor Bayes were appointed a committee to arrange settlement with Mr. J.A. Douglas for
cedar timber taken for bridge purposes, and also to arrange settlement with Spanish River Lumber
Company for pine timber taken off their limits for same purpose. The road matter was considered,
but laid over to regular meeting on Oct 12 and council adjourned.
The regular monthly meeting of the council was held in Webbwood on Oct 12, with all members
present excepting Councillor Bayes who was unfortunately detained at home through sickness in
his family, and Councillor Brownell who was absent from home. Owing to two members being absent,
nothing but routine business was taken up, and the reeve was directed to obtain advice of Messrs.
Hearst and McKay as to certain road matters so as to be prepared for final action at November
meeting when it will be necessary to have a full board. Such meeting will be on November 9 next.
Several bills of account were presented, but held over for adjournment, and council adjourned.

Thurs May 12, 1904
Hallam Council met at Webbwood on April 30, Thos. Coleman was given the job of cleaning the
streets before May 15 for $10.00. Constalbe Irving was ordered to enforce early closing, stop
the sale of cigarettes and stop merchants from blocking the roadway with good. A road is to be
opened to the river between lots 5 and 6. R. Blaisdell was given permission to put a moveable
boat house on the line between lots 5 and 6 on the river bank.
